The Roman Emperor Pliny is often quoted to have observed that “out of Africa, there is always something new”. We can take liberties with this position and say that out of the state of Osun in Nigeria’s South-West, we have seen a host of policy thrusts and initiatives now being adopted at the center. Much of the policy thrusts came out of the seven points agenda, the manifesto upon which the present governor of the state, Rauf Aregbesola, was elected. However, in the implementation of the agenda, the fingerprints of a coordinating agency of the state government – The Bureau of Social Services (BOSS), which the Aregbesola government specifically set up as a special purpose vehicle, can be detected in these path-breaking social intervention thrusts. The Federal Government commences the disbursement of N5,000 stipends to poor and vulnerable households in 9 states. The pilot States for the programme are: Osun, Ekiti, Kwara, Borno, Bauchi, Cross River, Niger, Oyo and Kogi. The disbursement is made through selected payment service providers (banks) after validation and enrolment of beneficiaries selected from the Single Register of Poor and Vulnerable Households (SRPVH) developed by the State Operation Coordinating Unit (SOCU) in the participating states.

In 2016 Nigeria slumped into recession and South Africa narrowly avoided the same fate. In both countries economic growth has fallen behind population growth, so that on average their people are now getting poorer. To Afro-pessimists, this slump is a prime exhibit for how the continent remains stuck on a resource-fuelled rollercoaster of boom and bust that weakens its economies, causes skilled young people to emigrate and undermines democracy, since desperate people are more likely to back coups and rebellions. Yet there is reason to hope that in 2017 many of Africa’s economies will make real steps towards lifting this resource curse.
