Community Driven Development (CDD) aimed at putting the Communities in the driver’s seat when it comes to matters affecting them. It is a process that contracts community groups or intermediary agents to identify, validate and select specific members of the community for targeted social safety nets interventions e.g. Federal Cash Transfer scheme, YESSO Public Workfare scheme among others
To achieve this, Osun Youth Employment and Social Support Operation (YESSO) assisted by the World Bank recently obtained a nod from the World Bank to continue with the processes that will lead to population of the State’s single register of poor and vulnerable people. A phenomenon that started in 2014 which has now reached its fourth phase in the State of Osun.

The World Bank through one of its Social Protection Specialists, Prof. Wale Oni met with stakeholders in the State on Mid Term Review (MTR) between 20th and 22nd September, 2017. The Stakeholders include SOCU (State Operation Coordinating Unit), PIU-PWF (Project Implementation Unit –Public Workfare) and S4J (Skills for Job).
The MTR is essential to assess the performance of the operation towards achieving the Project Development Objectives (PDO) in terms of project design, results framework, operations modalities, institutional arrangement and reporting system and also to present a clear recommendation for steering the operation.
Some highlights of the meeting include field visit to Skill Centres for beneficiaries on S4J, interactive sessions on institutional arrangements, risk assessment and sustainability plans.
The present institutional arrangement does not include Conditional Cash Transfer (CCT) which was a component of YESSO but now under NCTO (National Cash Transfer Office). NCTO placed little or no conditionality on criteria for selecting beneficiaries or households receiving cash
The YESSO components in Osun are mainly:
i) Strengthening the Social Safety Net (SSN) System- creating and strengthening a social protection platform anchored on effective SSN coordination with central platform that consists of a targeting system, a register of poor and vulnerable households and individuals which is the responsibility of SOCU

In a society filled with risks and potentials, people use social protection and labour market programmes to manage risks and volatility, protect them from destitution and connect to opportunities. However, for implementers of social protection and labour market programmes, stakeholders’ engagement is the most important activity that can encourage ownership of the programmes by the beneficiaries. The Skills-for-Job(S4J) component of Osun YESSO which is about building skills of youths between 18-35 years who are unemployed and with a minimum of JSS 3 educational level kicked-off with a 2-day orientation held on 20th and 21st July, 2017 for the S4J team. The S4J team mined potential beneficiaries from Osun YESSO Single Register of Poor and Vulnerable Households which was generated from the Community-Based Targeting exercise facilitated by the State Operation Coordinating Office (SOCU) on 23rd July, 2017. A total of 2,869 potential beneficiaries were mined from 18 LGAs with 633 from urban communities and 2,236 from rural communities.

Healthy Citizenry is one of the greatest assets any country can have and it is arguably the main driver of human development. Ogbeni Rauf Aregbesola, Governor State of Osun in his 6-point Integral Action Plan (IAP) initiated a policy to promote healthy living. This crystalizes the importance of an active population to overall growth and development of the State. At the time of inauguration the IAP (Banish Hunger; Banish Poverty; Banish Unemployment; Promote Healthy Living; Promote Functional Education and Promote Communal Peace and Progress), the Millennium Development Goals (MDGs) was almost 10 years. The IAP actually compliments MDGs in a number of ways. In particular, MDGS 4, 5, 6 (to reduce child mortality, Improve maternal health and Combat HIV/AIDS, Malaria, and other diseases) fall under the IAP on access to health care services. It is important to point out that disadvantaged groups throughout the world have no access to any permanent form of health care. As acknowledged by the World Health Organization (WHO), the Primary Health Care (PHC) is a practical approach to making essential healthcare universally accessible to individuals and families in the community in acceptable and affordable ways and with their full participation. Traditionally, live cattle are generally supplied from the northern part of Nigeria by truck with an average weight of 25kg and estimated weight loss of 7.5kg during transportation. A clear Opportunity therefore exists to reverse this weight loss through cattle fattening in a market with close proximity to Lagos. The O-Beef initiative which was launched in 2012 with the establishment of a 78Ha Cattle Hub with capacity for 10,000 Cattle at Oloba, Iwo, is a direct product of such deep introspection.
The objectives of O-beef are:
• Target an initial 10% of the market (110,000 – 140,000 cattle per year)
• Develop the beef value chain in Osun
• Fatten and slaughter cattle in Osun for the Lagos meat market - 3 hours by road, 8 hours by rail
• Develop abattoir-based beef industry clusters
• Build competitive edge through freight services for fattened cattle and beef products
The basic structure within the value chain includes;
• Genetics: introduce improved genetics and Artificial Insemination.
• Breeding: upgrade local cattle by cross breeding, increase quality of carcass and meat yields per animal, and improve performance and progeny.
• Fattening: improve live weight to carcass, improve uniformity and consistency of meat, and increase cash flow.
• Slaughter: enhance efficient, improved and hygienic slaughter
• Marketing: live animals, wholesale carcasses, meat kiosks and brand establishment.
At the inception of the Ogbeni Rauf Aregbesola administration in the State of Osun, agriculture was identified as a key driver for economic transformation of the State. Subsequently, following the identification of the issues and challenges affecting the agriculture sector in the State, the Osun Rural Enterprise & Agriculture Programme (O-REAP) was conceptualized as one of the flagship programmes in the State, focusing on mass food production with the target of meeting 10% of the Food Exchange Bill of Lagos and also achieving its objectives in the areas of Food Security, Economic Empowerment for youths, Economic Transformation and Wealth Creation, leading to increased household income and IGR.
A major objective of O-REAP is the Agricultural Land Expansion Initiative. This component focuses on making more land available to small holders and large scale investors interested in agriculture in the State of Osun, thus increasing the number of small and large farm holdings in the State.
